Kitchen and Bath Remodeling
$3,200
He came to our house and showed us a tub and measured.  He explained the whole process to install the tub.  He said he was very busy and it would be the middle of June when he could come and install the tub.  The end of June came and we had not heard from him so we called him after the fourth of July.  We tried to contact the office and had to leave messages.  I ended up having to email him.  He would call but gave us a lot of run around.  On the first of September, we told him we were through with him and wanted a refund.  We never heard from him at this point.  We had to go through the credit card company to get our money back.  He is not anyone that you want to do business with.

General Remodeling
$47,000
The original contract was signed on March 14, 2013 and required a 50% deposit to purchase the materials for the project. Another 25% payment after work was half completed ($13,000) and a final payment of the balance upon final completion ($10,000).  We made the mistake of not including a project completion date or contractor performance requirement into the original contract, though we did make clear that we wanted all work to be completed prior to June 3, 2013 when a scheduled kitchen remodel was to begin.  This was agreed to verbally by Brian, but, to our regret, did not come to pass.  Despite numerous calls, several false start dates and lost vacation days waiting for Brian and his crews to arrive, work on the fence did not begin until May 25, 2015.  We were originally told at the contract signing that all work would be performed by crews hired and managed by Green Shield.  However, a sub-contractor was sent, who according to Brian, "owed him a favor" but who was never on site for more than four hours at a time and it took a total of five weeks to complete the fence with the delays caused by lack of workers even showing up on time and failure by Brian to order and have delivered in a timely manner all needed fence materials to complete the project.  Over this time period, our HVAC unit was checked no less than three times to verify the needed replacement and a roofing sub-contractor - brought in by the fence sub-contractor - was hired to do the roof replacement.  Once again, after numerous delays, the roof and patio work was started on June 25, 2013 and completed on June 26, 2013 (well after the start and conclusion of the kitchen remodel which finished on time with no additional costs).  However, the roofer insisted on immediate payment and I was required to write a check directly to the roofer which I gladly did since I was starting to have doubts about Brian Palmer and did not want the roofer to have a lien placed against my property if he were not paid.  It should be noted that while I did agree to substitute the patio repair (new decking and shingles instead of the SIP panels originally recommended and required on the contract), I only did so because I was tired of waiting for the work to be completed.  In addition, Brian had never bought the SIP panels and it would have required an additional delay to get the panels.  Tthe shingles used were not the contracted GAF Energy Star Shingles with a factory rebate, but were Tamko 3-tab shingles that were supposedly equivalent but no invoice or warranty was provided for the materials and I was told by Brian that the cost for the roof materials (approximately 45 squares and three roof ridge vents) was $6000.  Further, upon re-installation of my solar panels, the system became inoperable and was reporting ground faults on the inverter (usually an indication of a short in the wiring in the panels caused by improper re-installation).  After the roof work was finished, I had paid a total of $36,000 toward the contract which worked out to a $6490 surplus payment for work not yet performed and the cost difference of the cheaper patio repair.  Brian promised the remaining work would be performed the week after the July 4th weekend, but despite numerous calls, did not hear back from Brian Palmer until July 16, 2013 when he stated that he would not be able to do the remaining HVAC and solar inverter replacement and repair on the solar panels because "he had overextended his contracts" and had "equipment stolen by his sub-contractors" including the replacement solar inverter.  He did say he could have the HVAC work done by another sub-contractor that Friday, but I would have to pay for the work out of the remaining $10,000 payment.  Since this was not required by the contract I had been forced to deal with for four months, I refused and following an amicable email exchange, it was agreed that the remaining items on the contract would be cancelled and the $6490 surplus payment would be paid back by performing some minor work remaining on the contract list (balance air duct system, seal ducts, plenum, supply and register returns, and install 25 soffit vents to increase attic air circulation), have the solar panels repaired to operating order (estimated cost by vendor was $1500 - $2000) - though this should have been done at Brian's cost - and finally, Brian would provide approximately 4000 watts of solar panels he said that he already owned.  Despite this very generous offer, Brian kept delaying the work until July 31, 2013 when he promised that he would be at our house on Friday, August 2, 2013, to finish the agreed upon work (solar panel repair would be delayed due to vendor scheduling but this was agreed to by both parties), and the panels or cash equivalent ($1/watt - similar to what is offered by various internet vendors).  While his office did respond to a text asking for an arrival time on Friday morning, the office manager (?) indicated that he would not be doing any work at our house and did not arrive on August 2, 2013.  I had provided multiple opportunities for Green Shield to amicably finish their work and would have even provided the final payment once all work had been completed if Brian would only have done the work, however, I also provided written and verbal notice to Brian that the August 2, 2013 work date was his last chance to finish the work that he had agreed to perform.
I have filed a complaint with the Better Business Bureau and have requested that my lawyers make contact with Brian to collect  the surplus payment, as well as repair costs for the damaged solar photovoltaic system.  It is our hope that Brian will provide the refund for work never performed and damages to our solar panels, but we are prepared to elevate our actions to legal proceedings at the local and state level if he chooses to not pay back the monies he has collected, but not provided the contract defined services.

We came in contact with Green Shields at the Fort Worth RV show at which time an appointment was made to get an estimate to remove a tub and do a handicap shower. Brian Palmer came to the house and srarted throwimg out quotes starting in the area of $18,000. After much talk and ratceting down, his final quote was $8,800 with acceptance the next day. RED FLAG. A contract was signed on January 18th with a target start of Feb 18 to 27. He also stated that all work was done be employee's and not subcontracters.
The workpeople he sent out which were subcontators of his subcontractor Christon and there was a language barrier.
They finally said they would start March 11th but they did not show until the 14th.They did call to make the change They said the project would be done in one week and it took them about 2 weeks, one reason is that they built the shower seat to long and had to redo it. The agreed on design called called for the use of a shower curtain which was now out of the question due to the bench being built to long. We then had to purchase a shower door that we did not want due to disability issues at an additional cost of $585. At the time of the contract Brian told me that he would instal a "Car Wash" shower and said it was worth over $2,000.00 (offered at Home Depot for $509 ) I looked it up the car wash(Aston model spgl 306) on line because the wand is still to this day leaking badly and can not be used. I have been very patient with them and almost 2 months later it still does not work. Christon his subcontracter said that he ordered the washers from the company which was yet another lie.He delivered faucet washers that did not work. Brian gave a speach that he would file with the VA as I am a Veteran for some reimbusement.
To this day Phone calls are not returned, only their voicemail picks up.terrible.
