"The invoice for this customer is dated 3/12/2012 -- over a year ago. We give our customers a feedback card and invite them to let us know how we did. We have no record of this customer contacting us stating that he had concerns - either through the feedback card or a phone call. If the customer had contacted us, we would have addressed any concerns he had. As it is, he’s waited until his warranty is expired."
The tech said we could forgo new code regulations and use the 3-wire system already in the wall, because the house is old and the non-legal wiring would be "grandfathered". The quote to do this was $394, which included:
1. Replace the existing box with a larger one (we supplied), using wire already installed, sticking out of the wall, wire nuts already there, and
2. Hook those wires to a 3-wire receptacle (which would not match the one installed on the new range, so that one would need to be exchanged also), plus
3. Hook up the matching plug-and-cord assembly to the range (tighten down 3 screws)--about $25 at the local DIY big box store.
None of this would meet current code requirements.
There is no "grandfathering" when a homeowner remodels. All new equipment (like the new range) is required to be installed to meet current codes. Grandfathering only occurs when a homeowner buys an older home: the existing appliances do not need to be to code if the homeowner agrees to buy "as is".
Bottom line: In my opinion, the electrician basically was willing to do a sub-standard installation and had to be pressured to quote a legal installation, which was incredibly high, as he made it obvious he did not want to crawl under the house to pull the new cable. The not-to-code install for $394 could be done by any homeowner with a "how-to" book from the local DIY store and a screw driver.
To bring the wiring up to code, the tech quoted us $1400.00 (less the $89 service fee) = $1316.00, which included:
1. Install (pull) 8/4 romex from the panel to the wall the range is on (about 40-50 feet; we are on pier & beam and the circuit box is in the garage, which shares a wall with the kitchen (the same wall the range is installed on).
2. Hook the wiring up to the existing 50A 2P circuit breaker.
3. Install a 2-gang electrical box (we supplied it).
4. Wire the 4-wire receptacle (we supplied).
Unfortunately, after this ordeal, I feel like I have just been ripped off by a used car salesman in a lot full of lemons (or I would have been, if we had allowed the work to be done). Now I need to find an electrician who is interested in doing quality work for a fair price.

We have a good reputation with local city governments (Duncanville, Ceder Hill, Waxahachie, etc.) for following the appropriate electrical codes. We explain our fees and services up front and the customer is always given a choice to book an appointment or not. Once they agree to the appointment, our technicians follow the same pattern by explaining what their choices are and giving them the price up front. This person did not discuss their concerns with us before writing a review. We had no opportunity to address any concerns."
