He came out and finished the job.He didn't use a level which causes water to pool in my garage.And he never came back to fix the issue.

"The member contacted us because she had a problem with her exsisting driveway and a retaining wall. Water was running through cracks in her driveway and blowing out the retaining wall. We poured a new retaining wall, but I told her up front that it would not stop water from running into her garage. Contrary to what she says I made several trips back to the job attempting to satisfy her, she knows that she had a water problem before and was told several times the work we were doing would not fix it. If she had gotten us to pour her driveway and garage as well she would have no problems. I can also assure that we not only use a conventional levels and lazer levels, so that is not an issue."
