The builder proceeded to work on the project requesting $9,500.00 up front. He was not licensed to do this job and accepted the payment anyway. He lied to the building department, telling him it was a residential project. He was delinquent in terms of his responsibilities to attend to the required "walk through" with the building inspector. This is because he was trying to dodge the fact that he was not licensed He falsified charges. He submitted to me an "architect" fee of $850.00. When I requested a copy of the invoice, the actual invoice was for $750.00.00. Mr. Minard just decided to add on the additional $100.00 assuming that I would not question his misrepresentation. This invoice also reflected the fact that his claim for the "architect fee" was from an individual that was not even a licensed architect. Mr. Minard misrepresented charges and misrepresented his qualifications. I was charged for labor on days when no workers were present. I found out Mr. Minard had neglected critical codes for the building. When I confronted him and insisted that he do the "walk through" with the building inspector, he promised to do so. One week later I asked him if he had. He lied and told me that he had and was in compliance. I later found out that he had not don so and had actually lied to me about it. Mr. Minard requested an additional $9,000.00 up front deposit after I had already spent $20,000.00. When I found out he had lied to me on several occasions and also that he had lied to the building department, I fired him. At that time I had a $9,900.00 plus credit on my account. Mr. Minard refused to refund the credit unless I agreed to sign a release of liability protecting him from consequences of his illegal work without proper license.
