Tim France, owner, gave me the best estimate, but then once the job started, he said he had "forgotten" to include the price of painting the shutters and could not afford to finish the job. Forced to renegotiate, I agreed to pay more. France then showed up near the end of the job saying he was in financial trouble and asking for the rest of the payment. He still had a considerable amount of touch up to complete, but like a sucker I paid him after he promised repeatedly to get the touch up done promptly and professionally. From the day he got his money he never returned another phone call.
