First, getting a concrete contractor in my town is harder than landing a date with a runway model.
These guys were different. It is a family business and the owners are overseeing/doing the work.
This municipality (Greensburg, PA) has a notoriously difficult code enforcement department. That slowed the job down, but the contractors stayed on top of the situation.
Their original bid was mid-range, and they didn't try to bump it up after the job was started and it became apparent how much "help" the city insisted on providing.
