He was supposed to make the deck an octogon and made it rectangular.  I purchased all the materials.   When I asked for a written estimate he wouldn't provide me with one. He never finished the job.  I paid for all the materials and he asked for the receipt and returned it to the store and purchased it back with contractor's license and pocketed the money.  With the rubbage in the yard, halfway through the job he said he needed more money for the removal of a liner.
