We had a flagstone walk over bluestone. It would shift a lot especially when the ground froze. I had DBF Concrete of Laurel MD take up the old flagstone and pour a 4" thick concrete pad. I had trouble finding a landscaper who would reset the flagstone in mortar on top of the new concrete. Most wanted to also pour the concrete and do the whole job. Their prices were high for about 130 square feet not including flagstone that we already had. Glenn at DBF suggested I talk to Ray Hernandez at Superior Stone Work Inc. Even though they were from PA they came this far south to do jobs. At the time they were working nearby. I had the option of purchasing the mortar myself to save money or have him do it. Since they needed 18 eighty pound bags I agreed to have them buy it for about $200. The labor was paid separate. Ray came a couple days after I called and gave me an estimate that evening. He did not require a deposit. I agreed to the price and about a week later a worker came and did the job over two days. It looks wonderful. They had to do a lot of cutting as it now has an "S" shape wiring from 4' to 12' at the driveway. Ray came a week later to inspect the job and collect his fee. I highly recommend them.
