Maaco Collision Repair & Auto Painting in Reading

Work on our SUV was performed 4 years ago. Was told the 7-9" area that was rusting would be taken down to good metal and a steel plate would be welded in place to reinforce the frame and that is what I wanted and paid for. When I picked the vehicle up I questioned the owner about the patch and told him that the patch over the repaired area looked to be only about 1/8" thick and I questioned if it was safe. I was assured it was and was a quality repair. Fast forward 4 years...Vehicle would not pass inspection because inspection technician discovered no steel had been used in the repair. Rather body putty had been used and covered with undercoat. It was peeling away. I'm guessing the shop gambled that by the time it was discovered we would no longer have the vehicle. I feel they also gambled with our lives. Don't know if I should hold the owner or the tech who "repaired" it or both responsible. I do know I won't go back.
