"This is to clarify the role and actions of House and Building Engineering (HBE) in the reported matter in which Member was the buyer. We were engaged by the home seller to provide a structural evaluation of several specific features of the house and detached garage, as identified and questioned by the mortgage appraiser. In response, we met Member and the real estate agents, and identified nine areas for which we recommended repairs or reinforcements to reinforce certain structural support items, and to reduce the propensity for continued deterioration of other items. The client subsequently requested that we separate the recommendations into those which were necessary in the near term to restore structural integrity, and those which could be deferred and performed as longer term ongoing maintenance activities. After we separated the recommendations and verified the acceptable implementation of the required near term items, the lender apparently was not comfortable granting the mortgage until all of the recommendations were implemented. In our effort to report the objective conditions of structures and recommend steps to secure their near and long term safety, conflicting viewpoints sometimes develop among parties involved in a transaction, based on their various interests. Fortunately, these situations are rare, but even when they occur, we are required to report the conditions objectively to the best of our professional abilities."
