He has a warrant out for his arrest and did not appear for a court hearing.  He is not legally  licensed as a consultant or contractor.  Mr. Pugliesi has numerous aliases , A. Pugliesi, Albert Edward Pugliesi, A. Pugless,
He was recommended by an oil delivery company I trust and have done business with for many years that has an A rating  from Angies list.  They were unaware he was not licensed and worked as an independent. 
After the flood he came to my house and gave an estimate to replace my oil heater which the insurance company paid.  I called him out in July to do the work and wrote him the check.  He is now in hiding and I am hoping someone has knowledge of his home address or any other information to bring him to justice.
His card states his business is Home Comfort Solutions, licensed in Pa. & New Jersey and he specializes in Heating, Air Conditioning, Gas, Oil, Central Air, Boilers and Hot Water Heaters.
He may also be considering going into the handyman business because as he was leaving with my check he stated he  does home repair.
