"Member, sorry to hear of all your troubles. However, typically when any inspector finds a non-functional light bulb, 99% of the time it is a burnt out bulb - unless the electric circuit to the light is accessible/observable we do not dig up the front flower/mulch bed, remove walls, etc. looking for a possible cut wire. GFCI's - I reported that the kitchen electric receptacles were not properly GFCI safety protected - correction recommended. All of the other electric receptacles required to be GFCI safety protected (garage, exterior, and bathrooms) were properly protected by the functional GFCI circuit breaker located in the main electric panel. All of these receptacles were tested and were properly safety protected at the time of the inspection. If the GFCI circuit breaker failed over time - I cannot tell you that at the time of the inspection - I can only report on the house as it is on the day of the inspection.
