He handled all permits and inspections. Any time there was an issue, a simple email brought a speedy response and resolution. Changes were made to the original plan with no upcharges. Elkin was a pleasure to work with.  He adjusted to any changes you wanted to make, and really had great ideas. His workers were spectacular.  The painters, tile people, wall board, framers excelled at their jobs.  Also the electrician and plumber.  He used experienced professionals.  You won't be sorry to hire him.  He was easy going, and really a fun guy to have around.  But he was especially professional and very picky about his work.

Chester County Basements is operated masterfully by Elkin.  He is awesome to deal with.  I don't think I have ever dealt with a service provider who was more responsive and timely.  From the beginning, it was clear that Elkin was a true professional with years of experience in creating beautiful basements, and also that he took pride in his work and sincerely cared about pleasing the customer. 
From our first contact, Elkin was out for an estimate within a couple days, and produced a sufficiently detailed estimate on the spot!!  His pricing was very clear and reasonable.  In his words, you can find someone to do cheaper, and many to do it for more, but he is very fair.  In my words, there is no way you can get such a good value for your dollar. 
From there, Elkin and his team (from drafter, to carpenter, dry wall experts, electricians, etc) were all top notch and reliable.  The operation is a well oiled machine.  And as we requested minor changes, Elkin was very responsive.  On one Friday night after some electrical work was done, we realized that a few upstairs outlets (not critical) were not functioning and so I called Elkin.  He was out, with his electrician, first thing in the morning even though it was a weekend, and the issue was resolved easily!
Elkin ensures all work is to code.  He handles all inspections and permits for you.  Really, the only thing we needed to do ourselves was choose a carpet/installer.  The last thing I'll mention is the lack of disruptions.  We have been through other projects, including finishing a basement before.  Often, this causes a disruption in the house over the weeks of the project.  Elkin and his team are very respectful and we often forgot they were even there!
Clearly, we highly recommend Elkin and Chester County Basements, and are happy to be references for him.  We love our basement!!!

We love our basement!!!    Elkin and his team were faced with over seven snow storms and an unusually difficult/steep driveway and they were still able to finish the basement within the estimated timeframe.  We are absolutely thrilled with the quality of the workmanship provided by the entire team.  The basement looks absolutely amazing - in fact it doesn't feel right even calling it a basement.  Elkin and team consistently spent the extra time to make sure the job was done right...seeing things that we may not have even noticed.  He treated our basement as though he was finishing his own while keeping us engaged every step of the way .  Elkin remained flexible throughout the process...listening to our needs and addressing any questions promptly.  We trusted his extensive experience to help us make the right choices for our remodel.

The project went very well. Elkin listened to our thoughts/ requests and made valuable recommendations. Communications were excellent. Elkin's team of professionals arrived on time each day and were respectful and orderly. Each team member was very skilled. Elkin supervised the construction daily and readily returned our phone calls if we had questions.Early on, Elkin laid out the flow of the project and timing. The project was completed on time and without incident. Of course there was a punch list of small items which Elkin and his team completed expeditiously.
