Took my money and did not complete the work.

He gave me the estimate and started on April 25th. He told me they were going to do it in phases and asked for portions of the payment. He has not yet finished the job and hasn't even finished the work that I've already paid for. I've been trying to contact him but he's been unresponsive since May 16th.
