When I got home I could see how ridiculous this looked and sent Bob and email. Initially, Bob was saying how good of an installer Jeff is and how he has 35 years of expertise and was going to send him back to our house. That didn't make sense to me and after I disagreed, Bob came back to the house. Bob agreed that the padding was not cut back properly and that there was no choice but to replace it.
By this time, the original carpet was no longer available. We waited for new carpet and Bob also suggested using a thinner pad. A month later a couple of guys installed the new carpet (they were hours late, apparently a scheduling mistake). The good side was that insulation is no longer showing from the side and the installation generally looks better. The downside is that they were so rough on the risers (this is a house from 1880s) that most of the recently painted (painted before the first runner installation) now had cracked paint. The riser at the top of the step moved so much that it now had a gap. None of this happened on the first installation so these guys were a whole lot rougher. Since there were already two tries in getting this done, I decided to take on repairing/painting the steps myself. Since I had to carefully protect the carpet, this meant hours of just the prep time to make sure that the carpet would not get damaged. Wasted some vacation days on this but the paint is now ok again.
My personal feeling is that with the thinner pad (and perhaps the type of carpet) it does not have a good quality feel to it.
I do want to point out that Bob Young has been pleasant and has apologized for all of the trouble.
Installing the carpeting was budgeted for two days, but only took half of one day and about two-thirds of the second day.
Both installations went smoothly. It wasn't perfect, but the issues are minor and not with the flooring but ancillary aspects of the installation process that mostly were expected (e.g., wall scuffs).
