Through a decade of working with dozens of contractors and subs, this is a new level of unbelievable! They sent staff out to carefully measure and photograph the site, we agreed on a price, signed a contract including the full scope and cost with all the details lined out (photo attached). The owner himself (John I think) shows up today with a skid steer, tore our driveway and parking area to a dusty mess, walked up to me and said he couldn't finish the job for the agreed price, and asked for $8k more, saying he'd leave if I didn't pay it or that he would come back in the winter when business is slower and he can "make more money on the job"! I've attached the contract and photos of the mess he left (the driveway was decent gravel with very little dirt or dust before he mangled it). I even offered to give him a couple grand more to finish the job as promised, but that wasn't enough! He complained that I had negotiated the price and so it's my fault and the contract isn't valid! Now I've got another half dozen subs pushed back on a complex timeline. This is costing me thousands of dollars extra and weeks of time that I don't have. I also see I'm not the first one he's done this to. Read the bad reviews and you'll see the same pattern. John was also kind enough to explain to me that a "real man" would not sue him. In my book, a "real man" does what he committed to do, even if it's less profitable than he hoped. In 20 years of running businesses, I've filed one lawsuit. This will be the second!

Top to bottom great! My husband and I were both very impressed by John Jr (father/son operation) when he came to give us a quote. The quote was approximately the same as another highly rated contractor so we went with Rose City. When they came they were organized, efficient and as neat as possible. The lead on the job offered to do some lifting on a sunken portion of the adjacent concrete that had broken off. They built it up underneath so that the join with the paving would be more even and better looking. The end product looked great and we have been contacted by neighbors asking for contact information.

john showed up at the door, indicating that his crew was in the area and he was looking for other nearby jobs.
we talked for a bit, then he gave me a very reasonable offer to do the work, which he wanted to start that day. i said i would think about it and call him later.
i called back and agreed a little while later, but turned out his crew couldn't make it that day. and due to weather, etc, the job was postponed until the following week.
he called the next week, and let me know when his crew would be there. they arrived a little later than expected, but with plenty of time to complete the project.
the crew was friendly and professional, and they did really nice work.
very happy with this job, and i would definitely recommend this company.

Warning!!! I was scammed, this is how. Rose City Paving gave an estimate after an on-site inspection by John Stanley Jr. confirmed the work and area to be done. The work consisted of providing additional rock (the sub-base was set up approximately 4" below the finish grade) and asphalt pave the 'L' shaped driveway, paving to 6" below the top of the existing concrete curbs, thicken the asphalt paving to 4" at unsupported edges, slope the paving to drain to an existing curbcut, with a 2% straight cross slope prior to the curbcut, paving without any humps or bellies at most areas. Their price, $3900, was very similar to other paving companies but they could do the job sooner so they were chosen after I reviewed reports on Angie's List and the Oregon Construction Contractors Board. I asked John Jr. for a written quote and he said he would provide it and bring it out but then several days later called and said he could not come out but he would bring it the morning of the work. When he came out on the day of work, the pre-written "quote" and contract (poorly written and with numerous spelling errors, including misspelling "asphalt" twice) was for $3900, including the additional rock, but did not mention the 4" thickened edges and also did not mention the asphalt paving thickness, which was previously discussed as 2-1/2". I added the 4" thickened edge requirement and also added a 2" minimum compacted thickness for the asphalt as the equipment was driving down the road. John Stanley Sr. then came and was introduced as John Jr.'s father and looked at the job. He appeared to be in a bad mood. The curbs were marked with chalk 6" from the top. The rock base was brought in, spread and compacted. John Sr. and John Jr. operated the paving machine. Initially they paved at a fairly straight plane as was previously discussed with John Jr., but as they progressed the finished paving first had a hump in the middle and then at a more critical point was bellied in the middle of the driveway. At one point in the paving, John Sr. directed his man on the roller compactor to drive off the finished edge, which damaged their own work. Near the end of the paving, the work stopped, John Sr. left, and I was told they were out of asphalt. At one point John Jr. asked for $1600 more to complete the work, claiming they weren't making any money, and after about 20 minutes of waiting for more asphalt, John Jr. completed the last approximately 13 feet. Before they left, I directed some water down the driveway and none drained to the curbcut because the paving was too bellied in the middle at the lower section. An RCP worker came and tipped a plate compactor on end at the curbcut, making a depression in front of the curbcut without my permission, and which did not solve the drainage problem. It also damaged the concrete curbcut. I told John Jr. it was not draining as intended and as we had previously discussed. Later that day I more fully inspected the paving work, running water down at various points and found out how badly the belly was at the last 60 feet of paving directly affecting the improper drainage. Paving was also anywhere from 4-3/4" to 7" below the top of the curbs and not 2" minimum in thickness. I also noticed they had run one of their roller compactors into the side of a wood retaining wall and left a big gouge about 9 feet long. There was no cleanup. I spent several hours trying to clean off the asphalt stains where workmen had stood on or scrapped their boots on the concrete curbs. Asphalt and rock was spilled in barkdust areas beyond the curbs. I called and asked John Jr. to come out and discuss what needed to be corrected. When he insisted that the solution to the improper drainage was to put a "berm" across the driveway (aka speedbump) I said no and he said he would have to talk to his father. John Sr. called and I made an appointment to come out. Without calling to change the time, he came out early and came into the property, upsetting my watchdogs. His proposed correction to the drainage problem was to dig a hole in the middle of the driveway. When I said that was not acceptable, he launched into a tirade and screamed "You should have done it in concrete! You tried to go cheap! You tried to save $10,000!". (I had mentioned to John Jr. that some concrete bids had come in extremely high.) I told him to leave and he kept on ranting "You tried to go cheap!". If there was any doubt in my mind this was the wrong company to do any paving work, that tirade erased all doubt. I had to pay extra just for them to complete the job they were supposed to do (I added no extra work or changes), then I found out later someone from RCP had approached a neighbor to redo their driveway during the time they were doing mine. When I googled John Stanley Sr. and Rose City Paving, I found out he was fined $5,000 by the Oregon Department of Justice for "fraudulent practices" (violation of Oregon's Unlawful Trade Practices Act, case # CCV0307996) . Now I know why. Warning!!! Following a written contract, quality work and acting in a professional, honest manner are foreign concepts to John Stanley/Rose City Paving. Prior to court (for breach of contract) I cut several holes in the paving. At the bellied area where it did not drain properly it was only 1" in thickness (it was supposed to be 2" minimum by the contract)!!! The court did not believe John Stanley and awarded me damages. The Construction Contractors Board website lists this "dispute" as "closed by the CCB for other reasons", even though it was not withdrawn or abandoned.

Called and left my name and phone number for an estimate on a Friday morning. Joe Stanley called Monday afternoon and I was able to get in touch with him Tuesday morning. He came pomptly from a job site to meet with me on my schedule. Work was performed exactly as we discussed. Very pleased with the work and job. Will see how it holds up over the winter.

I WAS VERY DISTRESSED WHEN I WAS SERVED WITH A PAPER FROM THE CITY STATING THAT I WAS RESPONSIBLE FOR FIXING THE SIDEWALK IN FRONT OF MY HOUSE DUE TO THE ROOTS OF A VERY LARGE TREE. ROSE CITY PAVING CAME OUT AND CUT THE TREE ROOTS AND FIXED THE SIDEWALK. I WAS VERY HAPPY OVERALL.
