The owner of the shop showed me the possible problem with the TV and recommended two options:
1. Ditch the TV, repair cost not worth it
2. Try to repair the TV myself
The owner spent a long time explaining the issues with this type of TV and the amount of labor hours required to track down the problem and replace the numerous capacitors that are known to go bad. I thanked him for his honesty and the time he spent with me explaining in detail the technical problems. He also offered further help over the phone if I chose to repair it myself.
Being somewhat tech savvy, I tackled the repair myself. In the end it was just two capacitors on the control board that cost about $2 each.I did call the owner back as I was reassembling the TV and he helped me with some questions.

I came to the shop off the street with no appointment. The person who could do the repairs was out making a delivery. I was told he would be back within an hour and they would see if they could get the problem fixed and call me back soon after. Within 90 minutes they called me to tell me that they were done. I gave a "B" for price because I was asked to pay up front when I dropped the unit off and I don't know how much this kind of work normally costs.
