Property Management
I went to the police for this and spoke with the detectives department. They gave me his history. He has a history of insurance fraud. He would steal tenants water heaters and try to claim insurance money. He would tell the owners of the apartments to claim the insurance money. He gets arrested, finds a way out and then does it all over again. Call the Youngstown police department, they'll give you the history.
