JSD did good work. Their billing process was awful. They did work early October. I was provided a numerically illegible bill. Upon request on Nov. 14th I was provided a slightly more numerically legible bill. Jowel Santo Domingo did not take off the previously paid initial visit charge as I was told he would do. Mr. Santo Domingo also charged me twice for a plumbing service. He also made a mathematical error $100 in his favor. He said they were issuing me a refund which they did not. He has not returned phone calls as he said they would. It is February now and he still owes us over $500. We are unfortunately having to get a lawyer friend involved now.

In July, 2014 JSD ( Jowel Santo Domingo) General Contracting was referred to me to do repair work on my home. There was also a small repair at a rental property I own. At first, Mr. Santo Domingo was very polite and more than willing to accept "the jobs". Mr. Santo Domingo required down payment up front and I gave him $7369.48. Work began. As time progressed however, while Mr. Santo Domingo told me he would be sending his crew out to continue working at my site, he/they would not show up. Days would go by with no communication from him. On many occasions, I would call Mr. Santo Domingo to inquire when he and/or his crew would be out to continue working. He would never answer his phone and rarely he returned my voice mails. As I had his crew's phone numbers, I would call them only to be told Mr. Santo Domingo had sent them out to other jobs. Mr. Santo Domingo never called me to tell me he and/or his crew would not be out to my home. A few times when I was able to speak with Mr. Santo Domingo, he would give me excuses his son was in the hospital, he was sick, etc. It became increasingly clear I was being avoided. During the course of the work a few of the repairs listed were changed or eliminated. These changes were done with Mr. Santo Domingo's full awareness and agreement. I never received any reimbursement for any of these. One such change was to the driveway at my rental home. Originally, I asked for a quote to concrete the driveway and pad and was quoted $8100.39. Mr. Santo Domingo required half down and I paid Mr. Santo Domingo $4000. This is in addition to the above $7369.48. Before work began on the driveway, I addressed changing the concrete to asphalt. Mr. Santo Domingo agreed to change the work order on the driveway to asphalt. He did not resurface the drive, only sporadically patched it. When I sent Mr. Santo Domingo a certified letter stating that he needed to reimburse me $1702.69, he sent me an additional bill for $2108.31. I have never heard from him since. The Lorain Chief Building Inspector (Mr. Richard Klinar) told me Mr. Santo Domingo has no permit to work in Lorain, has two violations against him as well as tax evasion. I have kept and can produce all the paperwork surrounding this unfortunate experience with this contractor. The desired settlement I want is the $1702.69 this man owes me. The Lorain Chief Bldg Inspector has tried numerous times to contact Mr. Santo Domingo to obtain a contractor license to work in Lorain. Mr. Santo Domingo refuses to get the license. FYI, Mr. Santo Domingo also owes a homeowner in Medina $8,000. He owes my pastor $1000. for a window he broke and never replaced. The Medina, Ohio homeowner contacted Mr. Santo Domingo's insurance agency for a list of the clients awaiting restitution from JSD General Contracting & Construction. He was told that numerous people have called the agency complaining about Mr. Santo Domingo's business ethics but due to Privacy laws they were unable to provide the homeowner with their names. The list of unhappy people goes on and on .......
