We hired Scott on 03/07/2014 for a bathroom remodel (turning a Jack and Jill into two separate bathrooms) and kitchen install in our basement. He had told us that he had an entire crew including an electrician, plumber, painter,etc. He had also told us all permits were pulled to do these jobs. We just purchased this house and were having all items completed before we moved in. Unfortunately, we gave him free access to the house and were unable to constantly watch what he was doing. His "crew" consists of him and a guy named Paul. They worked very erratic hours. Sometimes not showing up until evening and even coming on weekends. He kept telling us the plumber would be coming yet when my husband and I showed up unannounced they were actually doing the plumbing and electric themselves. At that point we told them we wanted an inspection with Franklin County and he told us the county had said it is not required. I questioned him about the shower pan test and he told me that there was no such thing. He actually began the tiling process prior to finishing any of the drywall or electrical. The cuts on the tile were irregular and he even layered tile on top of tile. During this time we had told Scott that I needed to physically see all his permits and his plumbing license. He continually said he had them just not copies on hand. Finally, on 04/21/2014 we told him he could no longer have access to the house until we had the permits in hand. At that point I called New Albany Building department and learned he had never filed for a permit until that day (04/21/2014). I also talked to Franklin County and they stated inspections are definitely a requirement and he never called to schedule one. That afternoon I confronted him about it and he instantly wanted to come over and get all of his tools. We had not even fired him yet. I scheduled a time that evening and he never showed up. The next morning (04/22/2014) he came with the police to get his tools. I had paid him 50% upfront and spent over 2,000.00 on tile alone. Franklin county will need to inspect the plumbing so we may have to tear all the work out. Other issues: Without asking Scott had also brought his son to work with him and Paul had brought his girlfriend. These two guests were roaming the house freely. The girlfriend also told the bricklayers they could use our basketball court. Scott was very friendly at first. However, the more we questioned his skills or permits the more aggressive and demeaning he became. Scott is a very good salesman but he is dishonest and his work is substandard at best.
