Alex called to discuss issues. I explained to him the issues, and he gave me a price to properly upgrade a breaker box-$600, and his hourly rate for other work was $45/hr. He installed kitchen outlets and exhaust on a Wednesday. He said he would be back that Monday but called Sunday night and said another job ran longer than he expected. Hmmm..what about my job? He returned to replace the breaker box. He stood on the dryer to reach something at the ceiling. Although I saw him do this, I didn't think much of it until the dryer starting rubbing against the top. Also, when I received the invoice, it was for $1875. There was no breakdown of cost, but it did not add up. I called Alex to request a breakdown and let him know that we had no lights in dining room and 2 bedrooms and asked about inspection with city. I discovered he did not pull a permit, and he has not returned to fix the problems. We have not paid him because he never sent a detailed invoice.
