Cincinnati Appliance Repair

I called Local Appliance Repair and an answering service scheduled a technician to come out and fix my dishwasher and refrigerator.  His name is Joe Meyer.  When he arrived, first he tried to sell me a product called Dishwasher Magic for $59.99.  Then he offered to give it to me for free after I showed him that it only costs $22.95 on Amazon.com.  After trying to sell me that product he then said that really I could just go to the grocery store and buy T*** - the drink - and it would do the same thing.  He told me he would come back the  next day after he got the part he needed for the refrigerator and asked me to pay in advance.  with cash or a check.  I said I would prefer to pay with a credit card.  He then charged my credit card $373.30 and never completed the work.  He didn't show up for the first appointment, but called saying he had an emergency come up and had to reschedule.  We rescheduled multiple times and at one point I didn't hear from him for 3 days.  When I called the original 1-800 number listed on my credit card statement, the woman that answered said that he was in the hospital.  When he called me later that week he said that his car was broken into and his appointment book was stolen so that's why he wasn't sure when his appointment was supposed to be with me.
I called the 1-800 number 3 times and was told by the woman that answered that I would be issued a credit on my credit card.  When I called a fourth time they admitted that they are just an answering service and have no control over issuing credits.  I called Joe directly and on at least 4 different occasions he assured me that my credit card had been refunded and I should look for the credit on my statement.  Today when I told him that I still hadn't seen the credit he told me he still didn't understand why I wouldn't let him finish the work and that I would just have to dispute it through my credit card.  I asked him who he worked for and who exactly had charged my card to begin with and he wouldn't tell me.  On my receipt it says "cincinnatiappliancerepair.com" but on my credit card statement it says "Local Appliance Repair, FL."
