Stover Construction at that time had a reasonable reputation, had experience with this type of job and were at a competitive price point, which is why we hired them. The job overall went poorly. There were small issues, including punctuality problems, missing projected start and finish dates and utilization of onsite materials not procurred by their company. Additionally, owner and operator Gary Stover was often difficult to reach, rude and would resort to threats and intimidation tactics. In terms of the actual worked performed, Stover Construction failed to follow the engineering prints for the job on several occasions. The job required 12" block be continued the entire height of the wall, but they stepped down to 8" block for the top two courses. They also did not reinforce the wall as was required on the print. The result of this lack of attention to basic details was that my wife and I had to have the engineer draw up prints for corrective measures. This was deamed necessary after the engineer (who was recommended by Stover) took a look at his work and noticed that one of the brand new walls was already beginning to bow inward. Additionally, while I was at work, Stover performed the backfill on the overdig and did not apply the proper stone backfill, but rather refilled the ditch around the home with the native clay, mixed with sand. The prints called out for stone backfill within 2 feet of grade. This fact was not discovered until months after the job was complete and our brand new basement walls were drenched. Stover Construction, with other work included, did approximately $100,000 of business at my residence. At the very end of the job, my wife and I withheld about $900 to cover the cost of the new engineering plans, which we needed as a result of his negligence. Even though we supplied him with receipts for the new engineering plans (from his recommended engineer) Mr. Stover had the nerve to place a Mechanic's Lien on our home as a result of this. Since this time, my wife an I have had to seek compensation from the company that bonded Stover Construction LLC. We received a default judgement from the courts for over $33,000, but only saw a very small fraction of this amount from the bond company. We had no ability to seek legal action against Stover Construction themselves, because they declared bankruptcy shortly after our job. My understanding from Gary Stover is that this business was once owned by his father. I believe this was when the company was able to develop a decent reputation. Now that Stover Construction LLC is defunct, Gary Stover is operating under just Stover Construction. I would strongly advise that anyone thinking about using Gary Stover or his company, look elsewhere.
