Gave me an estimate that was not itemized, and just said repair and paint work. He never would come with a contract of the cost itemized. After one days of work he started finding things that were wrong and would cost more. I fired him and and called him later that day and told him not to come back and I didn't want any more work done. I told him I would pay him for his one day of work and that was that. He is a good carpentry but not a plumber yet does plumbing work and when he messes up he sub contracts it out to an actual plumber and passes the cost on to the customer entirely. He gives low estimates in an attempt to drive the cost up by finding more things that need to be fixed, a friend's estimate went from $28000 and ended up being $40000. As far as I know he doesn't get a permit for when he does construction.
