Luis A.
Feb 2014
Project started with me asking if he was experienced with White Plains code.
a) Additional Fees to Re-do architectual plans due to lack of knowledge of white plains code
b) Drilled a huge hole in my basement for a pump that is not allowable in White Plains
c) Never got complete approval from the building department on the wetbar
d) Never got complete approval from the city plumbing on the pump
e) I needed to write letters and follow-up myself with city to try and move project forward.
e) After I received feedback from the city on the project, I gave contractor the opportunity to admit that he made mistakes here and move forward with the project. All he had to do was estimate the project cost for me given the reduced scope.
f) Since i paid 3,000 on this project to date for his recommended architects and including 1000 for his services to obtain permits and manage the project, I offered him the opportunity to leave the pump so that i can try and continue the project on my own or liquidate.
Instead he accepts no responsibility and content to have me let him out of the project. He did offer to patch the hole up and remove the cement that has been sitting outside my house for 4+ months, but this guy is not a good general contractor. I decided to proactively part ways. I have no clue to this guy is on Angie's list.
Buyers Beware. I have contacted my attorneys to settle this matter litigiously.

Response from Highland Builders Corp.
"[member name removed] required a Building Permit to do this job legally. Only Licensed Architects or Professional Engineers can file plans with White Plains Building Dept. [member name removed] hired Architect directly. Architect got [member name removed]a Building Permit. [member name removed] is not satisfied with City of White Plains plumbing requirements to do job to City Code. Code compliant job will cost too much. Plus City Building Dept reneged on what they previously approved. Blames me for not being able to control building dept."

They were great, the work was very high quality and we have since used them again to repair the roof after hurricane Sandy.
