Frank was grossly overcharging me on all aspects of the project.  He would take invoices from his subcontractors and bill me, and then never pay his subs!  I am currently dealing with a lawsuit from one of the subcontractors.  His original estimate was garbage, he never stood by a number that he gave out.  I paid over half of what was on the original estimate and only 10% of the project was done.  

 

He is unscrupulous and dishonest.  All in all, he's scum.
