My handyman said he could fix it.  After opening up one corner, he taped it up and said it was a job for a window installer or contractor.  The weather was bad with constant rains and I was desperate,  I called a few companies and Jay P Tovey company responded (two other responded but 2-5 days later!).
The carpenter was sent to assess and I was told that they could start work in 2 days.  Email communication was started.  I asked for a quote without response but on the day the work started, my wife asked the carpenter for an estimate and she as told that the owner deals with that.  Then I spoke to his assistant who told me that they charge at the rate of $85 an hour but the final quote has to come from Mr. Tovey and he was traveling.  
To cut a long story short, the leaking window and a gazebo was repaired and the bill was submitted only then.  I have the email threads saved as reminder for myself never to be so desperate again that I will agree to having repairs done without an estimate.
Although the workmanship was excellent, their business practice was unsavory.  Further email correspondence ceased as soon as my check was sent to them (which I did not delay in paying as work was done).  Use this company by all means but only if a firm quote is provided before work begins.
