They removed the top layer, but it was still spread throughout the floor. I ended up having to build a platform over it because they didn't remove it fully. They just used water and a scrub brush to remove it. When the foreman got here he said the method would not work, but the project manager decided to do the job anyway. They were also to scrape off some lead paint and that was mostly done.
