American Empire Pest Control

There are two apartments, he was only able to access one apartment(not because of any issues with the company, the person was just not available).  He told me he would to do it the following Monday.  Please note that he was paid in full for both apartments. The agreement was for him to call to arrange a time, which he never did.  He never returned my call, after months he finally answered my call when I called from another telephone number.  Claimed that he does not have a credit for me and that his business is similar to a hotel, once you pay there is no refund.

The issue with that response is, hotels explain their policy over the phone, they when explain you have to cancel etc, hotels have a full disclosure policy.  This company never explained their policy on cancellation and actually promised to return to do the first floor which to date has not been done.  Which I believe is unjust enrichment because they took money without performing the work.
