The work was done but the reseeding was done the day before a heavy and extended downpour. No mulch or the the like was done. The grass seed and soil eroded badly. Six calls fell upon deaf ears.

A nightmare. Contractor illegally demanded half the money down, when local law only allows 15% down payment which is supposed to be put in escrow. Contractor rarely showed up, left yard completely torn up, put down gravel underlayment and that was it. Never installed any blacktop or pavers. Whenever I would call, he would promise, "I'll be there for sure tomorrow at 8am", but it seemed to be just a game to him, as he rarely sent anyone, and eventually it snowed and winter came in, and the job was just left undone, a complete mess, and a terrible hazard. I found out from the local Consumer Affairs Dept. that they have several complaints against him.
