BEWARE!!! Bill was VERY unprofessional on our project. I hired him to build a garage and a breezeway attached to my house. He couldn't get the permit, he said something was messed up on the workers comp insurance and he was having his lawyer take care of it. Most likely he doesn't have any because he could never produce any certificates for me. He hand dug the foundation where my garage was going because he didn't want to rent an excavator. When he poured the concrete he said his mason didn't show up and he's not a mason but went ahead and poured it anyway. It was so bad that he had to pour another layer on top of it to make it even look a little bit better, which he hand mixed. He didn't even put the anchor bolt into the concrete. Everything he did he cut corners to try to save a couple dollars. My husband and I rented a concrete grinder and at least leveled out the surface a little. He wouldn't show up to my house until 10-11am then only work til 3-4pm. He never once cleaned up anything. There was a big chunk of asphalt in my yard that he left from when he cut part of the driveway out, which i had to pay someone to dispose of. There is now concrete footprint and concrete dust embedded into my driveway, which i now have to pay to get re-sealed. I found drug bags in my yard and that was the end of it. He couldn't even get to the building part of my project and I way overpaid him for the shabby job he did. I will be spending more money to fix it. His work is barley passable, and VERY sloppy. Buyer beware.

A three or four day job took close to two months to complete. Excuse after excuse for not coming to work. He ran out of money several times and I had to advance him more money so that he could continue the project. He always arrived with materials piecemeal which also cut down on how much time he could spend working that day. Work was sloppy and he cut corners. Screws were sticking out of the wood in many places. Many blocks of wood were left strewn under the deck along with empty gatorade bottles. I had to pay him extra for stone steps when wood steps and railing were originally in the contract but he felt they would take up too much space. In building the steps he removed concrete blocks from our retaining wall under the deck to use for the stone steps. After a heavy rain it caused a foot high of mud to run up the side of the pool. He used dirt instead of sand to anchor the steps. They are now all wobbly and dangerous. He also used a rotted piece of wood from the garden as part of the foundation for the steps. He went to to the back of our property and dug dirt for the steps and broke the PVC drainage pipe in the process. William Palmer made many promises that he did not keep. I have to hire another contractor to redo the steps. His work is substandard and not professional.
Response from Rochester General Contractors
"This is not totally true. I got behind on another job, so I started a month late. Once I started it I did complete it in two weeks which is about what the job allowed, not four days."

This contractor's work is substandard, sloppy and he badly manages the budget. After paying 1/3 down on a $30,000 project, Bill quickly ran out of money and claimed he couldn't pay his subs. He had a bad experience with his previous job not paying the final payment and we ended up paying the price. We were paying for materials and at one point, paying to keep his subs. In the end, we lost money and had to let him go before the job was finished. He made a mess of our concrete slab and it ended up being pieced together because he estimated the amount needed incorrectly. Buyer beware with a major project.

Excellent! I was referred to them by a friend, who used them. I was so pleased with how fast they were able to get us in on short notice. We had a family graduation coming up and need it done, as the pergola had caved at the top over winter. Very responsive.
