John Horn was hired to build a roof top deck at our home. This included making modifications to the roof itself to insure that there would be no water leaks. At the time the work started, I asked for and he promised to install flashing around railing posts that penetrated the surface of the roof. To verify that this is exactly what was done, he agreed to allow me to be present during final inspection. However, he completed the job without telling me or allowing me to inspect the final work. Upon investigation, I discovered that Mr. Horn had not filed for a building permit when he told me he had. Furthermore, when he finally did apply for a building permit, he misrepresented that actual work being done. Among other false statements, the permit does not mention any of the roofing work that was done. While I verified that Mr. Horn had a contractor?s license before hiring him, I did not find out until later that his license does not cover roofing work. I agreed to make final payment, but only if Mr. Horn could prove that the roof did not leak. In response, he conducted tests using a garden hose and found that there actually were serious leaks. Mr. Horn made modifications he claimed fixed the problem. Unfortunately, I trusted him, and made final payment. However, the roof has continued to leak profusely whenever there is rain or snow melt. Mr. Horn responded to initial complaints by bringing in someone he claimed was a licensed roofing contractor, although I had no way of verifying that information. All I know is that the roof continues to leak badly and now Mr. Horn no longer responds to my voice mail or email messages. The leaking roof is the most serious issue, but there were also issues concerning the quality of the carpentry work that was done. Overall, the work was sloppy, with little or no attention to detail.
