Billy Hardwood Floor

If there were something below an F/lousy rating - like FFF/atrocious, Billy would merit that. The first application was to have been oil-base matte finish polyurethane but he applied high gloss. He justified it by telling it was what"everyone" liked. We said we wanted him to apply another coat of matte finish - for which we paid an additional $300. He grumbled and swore at us but did as we asked. However when dry there were 4-5 patches where the high-gloss showed through. We said it had to be corrected. He said we were "too picky" and took a brush and painted something on the patches. Clearly he did not use the same product as before on the floor because the patches were now yet another finish - satin - and probably water-based! We insisted that he apply another coat over the whole floor at no cost to us. By this time surly and verbally abusive, he (angrily) swabbed on a very heavy coat of matte finish oil base poly. Within 24 hours blisters had appeared in numerous places. Then three days later when we put in a small TV-table folding table and 2 chairs, they left marks on the floor - it was still not dry although it should have been. By the end of a week, the floor resembled a lunar landscape. Essentially the floor was a disaster. We called in a consultant who told us it was the worst job he had ever seen - and one should never use oil base products on bamboo nor should there be more than three coats on bamboo. Subsequently we had another company refinish it. He had to sand it down to the wood and start over. In just 2 days we had a beautiful matte finish floor - but we had to pay another $1800. Billy is incompetent - he lied to us because clearly at some point he mixed oil-base and water base applications, applied too many coats, used the wrong products - and was rude. Also he did not have adequate fans nor did he properly drape the shelves and furniture in the house so dust was everywhere for the nearly two months that this dragged on. We eventually learned that competent flooring people can do this job with no dust and beautiful results in just 2 days. Subsequently we sent a letter and asked to be reimbursed to which there was no reply. The case is being investigated by the State Department of Consumer Affairs. Billy's Hardwood Floors has NO LICENSE - We did not realize the importance of this when we contracted to use his company. It was the consultant who advised us on this. We did not use the consultant for the final job because we wanted an unbiassed opinion.
