Contacted Ciel Power after reading reviews on line about Indow Windows.  They came the next week and measured the four windows and said it would take about 4-6 weeks from start to installation.  It took a little longer, approximately 9 weeks, but they were installed recently and so far I am very pleased.  I plan on doing more interior storm windows with this company.

They quoted pricing for eligibility in the NJ state program. They were way more expensive then other quotes. I felt like pad numbers as they are aware of rebates and interest free loan. When I mentioned this to sales guy he explained their work was meticulous. Given that insulation is in my walls and boiler and water heater is in basement I will take my chances with another highly rated Angie's list provider and save HUGE $$$

Firstly I needed an engineer to discuss - they sent a sales man who did not know much of economics or engineering.
Most of the inspection was visual and one blower test that maybe the only real test that took 10 min.  So overall they could be done in about half hour - but as the state needs they took about 2 hrs. The key is this company is an insulation company and wants all the state funding towards insulation.  So they proposed 15K of insulation work - and no negotiations on this.  I said that state allows water heater/furnace/ac to be changed.  These will be just add on as they will be general contractors for such work and outsource it after adding their commission.  Their prices for furnace/heater is about twice my other quotes.  These additions don't change their insulation calculation as that is their main profit line.  What this means is their efficiency calculations is biased to insulation work.  Efficiency due to better efficient energy equipment don't count.
I asked him to reduce some of the insulation work and add the energy equipment and A/C.  He says they wont make any money then !!  So this and possibly the entire state home performance program seems to be a collusion between BPI and contractors at the expense of home owners - seems to have lot of kickback activity.  You can easily get the performance improvements outside these approved contractors at half price - including the insulation work.

We had a good experience with them. Someone came in and did an evaluation and told us what we needed to have our house insulated and they were here for about a week or so and they just did a great job and we were happy with the result too. Our bill had been lowered and it did worked. The way that they have in New Jersey, you could get a state rebate so I think we paid $11,000 or $12000 but $5,000 we got back so I think we paid $7,000.

The inspector arrived on time and prepared the house for the audit by placing a large fan in the doorway and asked that all the doors and windows be closed.  The fan then sucked air from the home to the outside which his gadget could interpret how well our house was sealed.  What he did not anticipate was that the boiler activated at the same time to heat our hot water which caused a back draft and our basement rapidly filled with black smoke/exhaust until I hit the emergency shut off.  The inspector then walked throughout the house with an infrared device that could determine where insulation was lacking.   It was educational and he provided a few helpful words of advice.  When he was done with the first floor he went off to the second floor and said that it was up to us if we wanted to follow but all his findings would be in a detailed report.  He probably spent about 3 hrs doing his inspection which included a visual inspection of the entire house.  Upon completion he said that someone from Ciel would contact us once the detailed report was prepared.  The inspector was passionate about his job but there were many HVAC questions that we had that he was not able to answer.  About 7 days later a rep contacted us and wanted a sit down to go over the report.  Upon arrival what we received was a printed 8 page Power Point presentation that devoted 2 largely spaced non-detailed pages to our house - - the remaining pages were not specific to our house but were generalized and 4 of the pages were from their own website.  The purpose of the visit turned out to be a sales call.  They wanted to sell their services, i.e. insulation, HVAC, etc.  The HVAC quote was over $4,000 more than the other quotes we received.  We have yet to compare the quotes for the other services. Our complaint is that we never received a detailed report - - nor any report.  What we ended up paying $99 for was essentially an estimate for services that a contractor could have provided at no cost.

We obviously did not meet your expectations for your Home Energy Assessment and I apologize for that. I would like to address each of the issues you raised in your review starting with the issues our blower door testing caused with your heating system. Our auditors have strict instructions to follow the same procedure on every appointment which includes shutting off the heating system during the blower door test. Your home is a perfect example of why these procedures exist. Since it was July when your assessment took place, the auditor apparently made the mistake of thinking the heating system would not kick on, not realizing the boiler was also heating your hot water. We will review this at our upcoming training sessions. Our customer reports have been through several iterations during the time we have been performing Home Energy Assessments. Our original reports were very technical and contained a significant amount of technical data points that were difficult to compile and were not valued by our customers. In the spring we released a new version of our assessment report that included a summary of utility consumption, a summary of the auditors concerns, photographs of significant issues inherent to the home, a prioritized list of recommendations to increase the efficiency of the home, and the specific projected total energy savings you could expect to realize by implementing the improvements outlined in your report. Since the release of this version we have received feedback from customers requesting more specific data. As a result, we have reintroduced some of the key technical data points into the latest version of our report in a consumer friendly manner. I would be glad to provide you with an updated version of the Home Energy Assessment Report for your home which may have more of the detailed information you were expecting. Ciel Power provides comprehensive Home Energy Assessments using standards set-forth by the Building Performance Institute. These assessments typically take several hours in the field to perform, several hours in the office to compile, and require sophisticated equipment and software. Our service includes a comprehensive safety test including gas leak detection, CO detection, combustion analysis of your boiler & hot water heater, evaluation of current insulation levels and air-leakage, and depressurization of your home. Our prices will generally be competitive with market rates however, our recommendations are made after a comprehensive evaluation of your home, a thorough understanding of the impact these recommendations will have on other systems within your home, and proven building science. The installation is overseen by Building Performance Institute Certified Technicians and a confirmation assessment is performed to validate the results of the installation. Regrettably your Ciel Power Home Performance Consultant was only with us for a short period of time. I believe the inexperience of your consultant may have contributed to our firm not meeting your overall expectations.
