My next door neighbor, who live on a higher lot than us, hired Realty Landscaping to grade their back yard. They do not do things responsibly. First, they day light the black plastic pipe, that they tied my neighbor's down spout to, pointing down the hill to the side of my house, which has a basement window on a very low grade, trying to dump the water onto our property. Second, they graded and channeled the water from my neighbor's back yard onto our property. On this past Monday, June 10, 2013, we had a big rain storm, approximately 2" of rain, our back patio was flooded. The runoff was coming down the hill from my neighbor's yard like a waterfall. I was out there in the storm trying to slow down the water with stones from my stone wall to prevent soil erosion and flooding our basement. We'd just put down new mulch up there for our trees, and it got washed down too. All of our collection basins were over flowed because the quantity and velocity of the water coming down was too great. All of our 8" PVC pipes were overflowing with water and couldn't handle all the water from the two yards. They were not design to handle water from two yards. We each have about 3/4 acre land. They should have advised their client to put in their own basins and carry the water away pass the front of the houses just like what we have. It's the right thing to do for the neighborhood not cause problem for the other neighbor. It's a responsible thing to do. This is causing a lot tensions between us and our neighbor. I have been scrambling to find ways to deal with with this runoff problem because another storm was coming again in two days, Wednesday night, predicted to bring 2" to 4 " of rain, twice as much. Not having sufficient time to find a better solution for the imminent threat, I ran to Home Depot and got 16 50 lbs. sand bags. It wasn't enough to cover almost 60 ft. long, but it was all I could take with my car. I tried to lay them down the best I could to help slow down the water and diverted it a bit alone the property line. Our neighbor is not doing anything about it, saying that it's the grade. Therefore, they have the right to flood our house. According to PA law, I have the right to protect my property from "common enemy", the water, with sand bags. I don't know how or have the budget to fix this problem that Realty Landscaping have bestow upon us. Right now, the sand bags stay, and we may need to add more as we monitor each and every storms we'll get. So, watch out when you see Realty Landscaping working in your neighbor's yard. They cut corners and don't care what will happen to the neighboring houses.
