Pete arrived exactly on time, diagnosed the problem and its cause, and worked efficiently to fix it. He recommended replacing the shutoffs because their disintegrating washers were likely the cause of the water flow constriction problem. I purchased and he replaced the faucet because the old one would not come apart to try to clean, and was an exotic brand for which parts are not easily available locally. Was here 1.75 hours.
Did very good work at a fair price, and I will call him again when we need a plumber. He communicated the problem and what he would do about it clearly, and then proceeded to do it!.
