STOP BECAREFUL WHIT THIS COMPANY DON'T USEM!!! On October of 2024 I hire this company to build my concrete driveway (24'x80') and my RV Slab (18'x40') plus son miscellaneous concrete around the house Total Cost of the Project $13,000, he require me $7K Cash at the beginning of the Job witch I paid and $6K Cash at the end of the Job (I got Receipts for That) but this was a poor quality job, they don't even level the concrete and everything was crooked when rain the water got stuck around the concrete, at one point after too many phone calls they came back and apply another sub floor over the original concrete floor to try to resolve the problem then on my Rv Slab (18'x40')at the beginning and at the end the ramp was crack and broke in pieces, again after too many phone calls he send some guys supposedly to fix that and what they did was cut the broken concrete leaving the broken concrete pile next to the slab and they left, again after to many phone calls and promises they never came back to finish the job so I ending paid another company to fixed the mess they left behind BUT HOLD IT the best part coming now, this guy order the Concrete thru Smyrna Ready Mix Concrete and at the end of the day he never paid that company for the concrete he used in my house ($6,200 dollars) and JUST WHAT? this company Smyrna Ready Mix Concrete put a LIEN on my house (I never call this company to order any concrete for my house, don't even sign a papers whit them) I only deal with United Concrete & Asphalt so at the end I have to Hire my Personal Lawyer to removed the LIEN on my house but till this day never show up and never finish the Job (I GOT PROOF AND DOCUMENTATION OF ALL OF THIS MESS FROM THE COURT OF LAW) AGAIN DON'T HIRE THEM, THEY GOING TO TAKE YOUR MONEY AND GO LIKE THEY DID TO ME!!! Great, on time and did a great Job

If your reading this then its prob. too late. they are operating under a different company name with the same cons. i needed a 2" top coat on my garage slab. the work peeled up hours after they left. The coat was less than 1/32" thick.... they also trashed the driveway and poured extra concrete on the neighbor's property. they are now dodging my phone calls.

Horrible!! Sloppy work AT BEST!!! Workers obvio6slycdid but have the experience level they should have had and Mr Shoulars sat on his *** the whole time and DID NOT ensure bith the prep work and finished product was performed ti the quality standard it should have been for the price paid. We had to delay pouring due to the weather, but they had to come out at least 3 times before they got the forms right. We had to contact Mr Shoulars multiple times regarding the forms. Upon completion of the work. They screwed up the placement of the tube that went in the ground that holds the fence stake to keep our drive through gate closed. We made reference to Mr Shoulars on multiple occasions about ensuring they put it in the concrete in the correct place. It came no where near being in the right place. We called Mr. Shoulars and he said he would be out the next day to fix it. NEVER SHOWED!! My husband had to but a concrete drill bit to drill a hole for the stake. In addition to the shotty work, the left behind their trash drink bottles, food wrappers, 3 pieces of clothing and in topic everything else when they removed the forms they took the excess concrete pieces and dumped it in our backyard. My husband sent Mr.. Shoulars a pic and he said he would come by to clean it your. AGAIN A NO SHOW!!! We are VERY DISAPPOINTED that Angie/Hone advisor would not vet their service pros better and allow this person who clearly is not a pro to be a part of their network. I have plenty of pics to backup my comments in this post. I wish we would hsve looked at tgecrevyews on PC Concrete before hiring them because we would never have even requested a quote. I assumed because they were in the Home Advisor network that they were reputable. But that is clearly not the case. My recommendation, if you don't care about the quality of work or trash and debris being left behind, then by all means you should hire Mr Shoukars (PC Concrete) otherwise you should seriously consider staying clear of this non-pro! A man's reputation is only as good as his word and Mr Shoular proved his word could not be trusted.

My brother spoke with Mr. Shoulers over the phone; told him what we wanted & he gave an appx est. The next day he came out, looked at the job and we agreed by signing a contract. He & his crew started the work as soon as the materials arrived. They were very courteous, timely & I was completely satisfied with their work. I have referred him to other family members. There were no issues with his crew performance, pay or work results.

Pernell Shoulars, Jr. was the contact and was hired by my late father in September 2020. He was given a detailed drawing prepared by me for the scope of work to be done. He claimed that he did not get the drawing which I knew he did. He did not follow the drawing and his formwork was very substandard and was very easy to pick up and remove. I specifically directed Pernell that he needed to do his formwork ahead of time day prior to pouring concrete. He assured me that he would do this, but showed up on-site early to form and concrete truck arrived an hour later. He worked the concrete so much that it started caulking and started sprawling after it cured. Let left such a mess afterword to the point it is easier to remove all the concrete and pay someone else to dig it all up and start over. The concrete broke after a 30 day cure 2 place on 2 different slab areas that he poured. It was suppose to be 4" thick and if its 3" may be pushing it. I have reached out to Pernell on 4 different occasions from September to January and again he has lied to me about getting this corrected. He says that he stands behind his work when in reality, he runs as fast as he can away from. Don't make the same mistake my father made in trusting what he says and give him a dime. My father paid over $1,200.00 and now we have to pay again to fix his poor and not worth a crap work. Don't ever give him money upfront so you can keep leverage on workmanship with him or any other contractor. BTW, I did look him up before he started and he will tell you the reviews people are reading is his father and not him. That is what he told me the day he arrived for work. Very unprofessional individual and his crew is just as bad. I have seen other work online he "supposedly" did for others. I question if that is really his work compared to what I have and what other people have posted. The other post that I have read is exactly what I have experienced.

No work done at all... took money and ran away .... just stole money

STAY AWAY - big fraud... Pernell Shoulars came and gave estimates. He said he has to order supplies and asked for money upfront. We wanted to pay after JOB is done. He insisted and made us pay $1,100. On 6/15/2020...We paid him $1,100 by check - the check was cashed in next 30 min. He never came to do JOB, He never intends to do JOB. He is not returning our money $1,100... We had to call police afterwards. BUT he has not returned our money yet. STAY AWAY - big fraud...

Mr Pernell is a SHAM!!! RUNAWAY if and when you see his truck passing by. He has his logo on the sides of his truck (PC CONCRETE). This man took my money did not complete the job nor did he do a good job. I contacted other real contractors who said the best thing is to take out and redo. He was paid in full to finish services on the same day but gave me the run around about fixing a job that is nearly unfixable. Concrete is cracking due to him not cutting joints on time.

Pernell Shoulars took our money and never completed the job. We signed a contract in mid December and it’s now mid February. Through threatening legal action and negative publicity I have managed to get back $3480 of a $7500 deposit. This whole process has been terrible and I do not recommend doing business with this company.

Mr. Shoulars took my money and did no work. He has been saying he will refund my money and he has not. He did ZERO work on my project and is claiming that he paid subs and can't get the money back from them to pay me.

 SOME PLACES VERY THICK AND OTHERS VERY THIN DUE TO NO GRADING DONE TO INSURE THAT IT WOULD BE 4 INCHES DEEP.   HE SAID I HAD 12 INCHES IN SOME PLACES WHICH IF I REALLY DO THEN THAT WAS A WAISTE OF CEMENT.    I DO KNOW THAT IN SOME PLACES  IT IS LESS THAN 2 INCES BECAUSE IT IS NOW CRACKING AND BUSTING.  NO EXPANSION JOINTS PUT IN JUST LINES TO APPEAR THEY WERE.  ASKED SPECIFICALLY ABOUT EXPANSION JOINTS AND RE-ENFORCEMENTS IN CONCRETE.  HE  SAID DONT NEED TO  PUT REEFORCEMENTS ANY MORE..  I AM JUST A WOMAN, BUT I TRUSTED HIM TO BE TELLING THE TRUTH.

I MUST SAY IN FAIRNESS THE JOB LOOKED BEAUTIFUL WHEN FINISHED BUT NOT HOLDING UP.  HAD OTHER WORK DONE SINCE, A SMALL JOB WITH EXPANSION JOINTS AND NOT LINES.   THIS FRIEND OF A FRIEND WAS VERY UPSET THAT MY JOB WITH MR. SHOULAR WAS DONE SO POORLY.  IF I WERE GRADING HIM AS A CEMENT FINISHER HE WOULD GET AN" A," BUT AS FOR PREPING THE JOB CORRECTLY FOR LASTING RESULTS I MUST WARN YOU, BE CAREFUL AND MAKE SURE YOU HAVE KNOWLEDGE OF THE ART OF HOW CEMENT POURING  SHOULD BE DONE.

The workers were there on time first thing Monday morning and had the job prepped and completed by daylight end.
