Kaestner Lawncare and Retaining Walls

I hired company to tear out railroad tie retaining walls and sterps around deck and to install Versa lock block retaining walls and steps. I went and looked at some of there work; but I soon learned they sent a different team to do my work. Before work was started I had my brother and a male friend meet with representative with me since I am a single parent and was afraid of being taken. From the start when they came to do the work problems started. First they were suppose to tear out all railroad ties since they rotten. I caught them trying to put blocks in front of them. Second since the walk was to be two teirs like the one they tore out they were suppose to make it look they same. On first day the contractor tried to convince me to make walls the front wall higher [ even though the front wall was lower to make flowere bed] He told me it would look the same. Lucky for me my brother was able to come over and listen to what he tried to convince me of and found out they were going to make the walls the same height so flower bed would be up in the air where I counldn't reach it. Third instead of putting the steps in first which is in the middle leading down to a pool they started at outer corner and worked in and so I coulnd't connect the railings to my fence around pool. Also they did no form of measurement or use string lines to keep things straight. It is bigger at one end and narrows towards steps. It looks very funny - should be perfect rectangular shape. Each day problems were pointed out and they didn't fix. When I told them to stop work until we could work out problems; they informed me they would come out tomorrow and tear out all their materials and leave me with nothing and the third or the cost I put down would go to them just them tearing out retaining walls. I told them not to step foot on my property the next day and they told me they would do as they pleased. Finally we agreed to them trying to fix problem somewhat and they would fix steps so railings and banisters connected to fence to enclose pool. In trying to put up railings they cut up my railings and post. The railings are very shaky and will fall over with just a little weight on them and the connection to the fence is high in the air were children and dogs can crawl under without any problem. My medium size dogs go under the fence all the time now. Definately not safe and does not meet codes. I was so upset and they were demanding the rest of the money. I told them I would give them another third put not pay the rest till the problem was fixed. They told me they were going right then and there and putting a lein on my house. I said I would pay them the rest of the money if they would write on the contract that they will pay to have my fence company come out and fix problem to meet city, state, and county codes. They agreed and I got the estimate and faxed it to them and gave them the fencing companys information and told them they could contact them if they had any questions. After several calls to the company the owner finally called me back and said they would pay for installation but I would have to pay for all the materials [which they cut up so I couldn't use original pieces.]. I said no it was written in the contract. They told me the person who wrote that on the contract was just fired and they don't have to honor it even thought the person was representing them at the time. So I have a retaining wall wall that looks like I did it myself and fencing that does not meet code and my autistic grandson and 1 year old granddaughter can crawl under the railing to get in pool area from their play area. This was suppose to be a good respectable company. I did my homework before hiring them; but it turned out to be a disaster and I am stuck with a mess and no solutions. I just want my family to be safe. They replaced the steps different then what was in contract. They made less steps in both area and steps are very steep for a grown up much less a little child.
