COTTON BUILDING CO

We were adding a new kitchen with a new bedroom and bathroom above.  He was slow at returning calls, doing the work, and was inconsistent with when he showed up.  Construction started over 1 year ago now.
The last $10,000 payment we gave him was applied towards NOTHING!  We then couldn't get a hold of him for months.  He never got the permits he was suppose to. 
We finally hired someone else and it has cost us $25,000 to get what Doug Cotton did up to code and back to Zero (where we thought we were when Doug quit returning our calls and stopped showing up. That was in July. 
we now have a shell that Doug built.  Part of the roof construction, all of the plumbing, and part of the concrete flow had to pulled up to meet code.  We paid Doug for connecting to the sewer,which he said he already paid to MSD, but he lied.  We have now spent over $76,000 on a kitchen, bedroom and bathroom and all we have is a shell.  No drywall, no heating, plumbing not complete, no HVAC, no flooring, no cabinets, no fixtures....
He messed up on measuring and had to build a dormer into the older part of the house.  He used scraps of wood and it leaks every time it rains.  Ruining not only a wood floor, but through whole floor and into the dining room below.
