He is a horrible & very shrewd contractor. His work quality is also bad & very disorganized. He would offer you better price only to increase it in the middle of project by giving some random bills. He knows all the legal tricks. I paid him too much money in advance & got stuck with this contractor. I had a very bad experience working with him.

Arlindo Borges started working on my property since May 15th 2018. The total project cost as per his proposal was $65000. Initially he settled for the upfront payment of $6505.9 that was paid to him before the start of work. The work was commenced on 15th of May & it was supposed to be finished in 90 days that comes to mid Aug. After few weeks of starting the work he demanded more money for materials & hinted me that he doesn’t want to stop the work because of money. His demand seemed rational to me that’s why I provided him $25000 sometime in first week of June for materials hoping that should be enough for him to purchase materials. But again in mid-July he demanded for more money for material, I was kind of doubtful but because of inexperience I agreed to pay him 15000 more even though the % work completion was only 36% as per the bank evaluator. He promised me at that time that he would finish the work by mid Aug & would receive the remaining balance after the work is complete. Once he received the money he started creating problems for me. It was end of July & only 35% of the work was completed, I was obviously concerned. One day he sent me letter demanding $20,000 increase in the project cost pointing out the works that is very obvious & already covered in contract. If there is any extra work (none in this case) he should have informed me earlier about the cost involved so that I would have planned accordingly. Instead, Arlindo sent me bill of $20000 extra for the work that he has already done. He didn’t give me any hint of his intention until last week when I issued him $15000. He was just waiting for appropriate time to put pressure on me so that he can get money from me. Since last one month whenever I visit the property I never see him working on the property. Instead, He has assigned two inexperienced workers to work there & they too don’t work for full day that’s why the project is dragging on and on. The initial project duration has already expired on mid Aug. One day, I discussed with him all this & I agreed to extend the completion date by Mid-September. I asked him multiple times to sign the project extension form, but he always keeps making excuses & never signed it. It is already Mid-September & hardly 50% of the work is complete. I am now, very much concerned about the project completion. All this delay has financial implications on me in terms of extra interest, penalty by bank & loss of market due to approaching winter HVAC system was not included in the contract. Water heater was in good condition when I bought the property there was no sign of any leakage. One day when I came to inspect the property, water heater was missing. Arlindo told me that heater was leaking that’s why he removed it. This happened in July. The water was turned on at the property in late Aug. Looks like he took out the heater & used it somewhere else. I had to spend another 2000 to install new heater.
