Milligan's were supposed to remove about 3 to 4 inches of sand and replace with top soil, compost and mulch in the front yard. Top soil was not used. The sand was replaced with dirt not top soil. The compost was OK and instead of mulch bark was used instead. My front yard looked good but I was very disappointed when I went to plant bushes and flowers and found myself having to dig dirt out and having to bring top soil.

I called Dave Milligan and told him of my disappointment and ask him to please come over. He said he would but I never received a call back.
