I purchased brand new all-season tires in 2011, and due to low mileage/great tread and a mild winter didn't need snow tires until late in 2012.  The all-seasons performed okay, until one broke a belt -they replaced it for free.  Free tire changeover was a big draw for me as I didn't want to pay for a separate set of wheels, and the cost savings of not having to pay to have them changed over seemed like a great deal.  It turns out that the changeover is only free if you have separate wheels, though.  There is an unmentioned fee for balancing the tires on the wheels, which is about what you'd pay at a regular mechanic for the same level of computerized service plus mounting.
When I balked at paying for my free snow tire changeover, the salesperson spoke to me like I must be crazy or ignorant of the process to think it would be free.  The details were not specified in the paperwork when I purchased my tires.  I have mounted and balanced tires before personally, and I've spoken with numerous mechanics who all agree that balancing is critical if you want a smooth ride and even wear -and they normally combine the two as a mounting/balancing fee.  Town Fair offered to mount my tires on the wheels and put them on the car unbalanced -and the guy grinned at me knowing I could either take that offer and have it suck horribly or pony up the fee.  Town Fair lost my business.  As one mechanic friend put it "call it free mounting maybe, yet not a changeover.  Any decent place is going to mount and balance as part of a changeover."
The work itself was adequately performed, and they stood by the warranty that came with the tire.  The attitude of the salesperson and the misleading changeover policy outweigh those aspects for me.
I wrote to the customer service department for the chain and they clarified that I had misunderstood their policy by thinking that a free changeover would not involve any charges.  They issued me a one-time refund of the balancing charge in light of the confusion.
