He didn't replaced the downspouts. He said I never paid him for the porch posts when I called him. I asked for the bill, and I said I would pay him half of the amount, then give him the other half when he replaced the downspouts. He wouldn't agree to this. He said he wanted all the money, and I wasn't about to give him that when he hadn't come out and finished the job.
