Framingway Construction by Julio Contracting

I could not have imagined a worse experience, thanks both to Julio himself and to Angi/HomeAdvisor. On the plus side, Julio seemed knowledgeable about the work and was not afraid to offer his opinion on the best way to do the job. But after arriving and cutting a massive hole in the ceiling, Julio informed me that he needed to run to the local Home Depot to buy the necessary materials. I was prepared for that, and prepared to reimburse him. But Julio insisted upon being paid -- in cash -- in advance of going to Home Depot, and stated it was consistent with Angi/HomeAdvisor's policies. That seemed doubtful to me, but despite half a dozen attempts to call Angi/HomeAdvisor, I could not get ahold of any person in order to confirm the policy. I asked Julio how much it would cost for the materials; he originally estimated $120, but then he added another $180 for materials that he had allegedly already bought on his own dime. I didn't have a choice about paying given the hole in my ceiling, so I paid but insisted that he give me a receipt and an itemized list of the materials that he'd be using from his own stocks. On returning from the store, he gave me the receipt; I later looked at it and saw that it was filled with unnecessary purchases, including $20 in cash back. I never received the itemized list of materials that he alleged he was using from his own stock, despite following up with him repeatedly after the work. After half-finishing the job, he took all the leftover materials with him, including materials he was supposed to have purchased on my behalf. All told, I would be surprised if the materials he used cost more than $50, meaning that he essentially stole $250 from me. Julio also left a considerable mess that took me an hour to clean. I had thought that Angi/HomeAdvisor would, under their Happiness Guarantee, quickly remedy the problem. But I could not be more disappointed with the service I have received. I called the day after this incident and was finally able to talk to someone. They confirmed that Julio's behavior was wildly inappropriate, but they said that the next step was to talk to a manager/supervisor and that I would hear back from one within 24 hours. That was more than a week ago. I have called back three times since then; each time, I have been promised that a manager/supervisor would get in touch with me within a short period of time, but I have heard nothing. Meanwhile, my bathroom remains a mess because I cannot finish the project without resolving this issue. I had expected Angi/HomeAdvisor to take some responsibility for this issue, but so far at least they have not. I strongly advise against using their service, as they apparently will not have your back if anything goes wrong.
