He owns a rental house in Mount Rainier, MD (3714 35th Street). After evicting tenants in the early 2000s, the dilapidated and fire-damaged house stood vacant for years, with overgrown grass and a "No Trespassing," sign in the window. In 2015, he rented the house illegally to people whose disruptive and disrespectful behavior has resulted in multiple and ongoing calls to the police. In my view, he is an irresponsible and neglectful landlord who has contributed to blight and dysfunction in an economically struggling neighborhood. Think hard before entrusting him with your house.

At first, Shay was very responsive.  They appeared within a couple of days from when the damage occurred.  The workers made drywall repairs, replaced flooring in the main portion of the basement, removed wallpaper (that could not be matched/repaired) and painted.  Aft a majority of the work had been completed, they went dark.  Workers disappeared, did not show back up to complete the job as promised.  And they fail to return phone calls.  So, as of now, we have a basement that is not finished.  There are two rooms without flooring, the bathroom vanity has not been replaced.  Seemingly simple items compared to what they have completed, so we don't understand why these have not been done.  They have obviously signed themselves up for too much work and are apparently angering a lot of customers.  I am also upset with USAA, our insurance, for forcing us to use this contractor (otherwise they would not have given us the replacement value for the damage).  Do not use this company if you want to have a usable space within a reasonable time or if you value your sanity.  We, as owners, have done a lot of the smaller items ourselves and would love to finish the work ourselves just to have it done, but our hands are tied.

Shay was completely professional in all respects and I am pleased to recommend them to others. They needed to special order certain materials for our roof, siding and porch and all work was performed promptly and professionally when the materials arrived. In the event we suffer from storm damage at some point in the future, they will be the first people I call.

I cancelled the claim with the insurance company, and hired Consumer Construction, one of those I found on Angie's list, selected because of their proximity to my home.  They came promptly-- the next work day!--and completed the work to my total satisfaction in less than two hours.
Not only did my insurance company save $4,000 from the inflated claim, but I paid less than my deductible for the repair!

"Shay Construction has been in business for over 30 years and we are certified roof inspectors. We are also categorized as a preferred contractor with many insurance companies (note, only a small % of contractors qualify for these elite lists). After last June's storm, Shay Construction was notified by [member name removed]'s insurance company that they had sustained damage to their roof and that shingles had blown off. Upon inspection, our recommendation was to remove the existing shingles and replace with a brand new roof. This was proposed due to shingle matching issues and the fact that the remaining shingles were likely to have loosened during the storm. We sent our estimate to the [member name removed]'s insurance company and it was accepted. All the [member name removed]'s would have had to pay was their policy deductible. Had the [member name removed]'s hired Shay Construction, they would have a brand new roof complete with a 25 year warranty for the price of their deductible. As far as their claim that the estimate was exorbitant, we write our estimates utilizing an estimating program with pricing provided to us by the [member name removed]'s insurance company. All estimates are reviewed by a 3rd party as well as the insurance company. While the [member name removed]'s are proud that they saved their insurance company almost $4k the fact is, that most insurance companies consider it a claim once they receive a call or any report of damage. Also, when the [member name removed]'s do replace their roof, they will be the ones that have to pay for replacement and removal of two layers of shingles. At Shay Construction, we pride ourselves on top quality work & repairs and do not believe that gluing damaged shingles back on the roof is the proper way to complete a repair."

USAA now has a program where they will recommend to their policyholders construction companies that they have used on claims.  Last January they  recommended Shay Construction to us and we were happy with their estimate.  The first thing Shay requested was we go to  Home Depot and design our vanity.  It took several weeks for the vanity to come in and this slowed the project down right from the start.  We thought that once the vanity came in the bathroom would then be completed within a week or two.  We were consistantly delayed while they had to work on other projects that they were getting from the insurance company.   After a couple months they finally got the bathroom completed and only needed to install the shower doors.  After waiting over 6 weeks, I finally called and was told the company that was going to install the doors for them were having troubles.  After another 2 weeks of waiting I called again and this time they sent someone out to measure for the doors--the doors were installed within 10 days.  It was obvious that they had completely put us out of their minds while they worked other projects.  
The completed bathroom does look fantastic and it is exactly what we wanted.  The crew was very friendly and I enjoyed having them in my home -- they also were very good at what they did.   It's ashame that the company is so poorly managed.  I really could not recommend a company that took 6 months to complete a bathroom.

I sustained significant water damage that resulted from a neighbor's pipe, and was required to use Shay Construction through an arrangement with my insurance company and a third-party. 

The good: The floor crew that works for Shay Construction did a beautiful job on the floors!
The bad: It took months to complete was was literally a 2 week project. Terrible project management.  Horrific, insulting customer service.

Shay Construction forgot to schedule a crew, so there was a really annoying gap that left us sleeping in the living room until they could schedule a crew to finish the job. They didn't order the wood for the floors until the day before - when of course it wasn't in stock, causing a 6-week delay.  After they put up the brand new walls, we discovered the electrical outlets didn't work - yet they didn't bother to come fix it for nearly 3 months until we got fed up and complained to our insurance company.

Lastly when I raised these issues with them, they emailed me to say "the only time we give a client top priority is in emergency situations." On top of that, they bothered to tell me that my electrical issue wasn't a big deal because it was just a few outlets, as if that somehow excused not fixing the issue for months.  (Plus, a few outlets not working in a tiny condo is a huge inconvenience.)  When I asked for acknowledgement that they should have addressed the electrical issue much sooner,  they said they were "extremely happy" and to just send them the money.

If you like quality floor installation, consider them. But if you get stressed out by long delays, insulting customer service, and a company policy that means you'll never be priority to them, avoid Shay Construction.
