This is an update to previous review on this project. More than a year after filing a complaint with the Maryland Home IMprovement Commission, I am finally likely to receive partial compensation for the monetary losses and emotional h*** Mr. Rogers put me through. Even after filing a complaint with the Md. Home Improvement Comm., Mr. Rogers stalled and delayed, using every possible means to put off the inevitable: Loss of his license. In Dec. 2011, judgment from binding arbitration came down in my favor. But in June, 2012, I have yet to see the end of the legal process and have not yet received any funds from Mr. Rogers or the Home Improvement Commission. Within another month or two, however, I expect the MHIC to make good on the award and suspend or revoke Mr. Rogers license. Mr. Rogers had every opportunity over the course of a year and a half to make good on this project and prevent this from happening. But he chose not to, electing instead to make it as difficult and expensive for me as possible to collect what was owed me to finish the job he failed on.
Description of Work: complete gut of kitchen, remodeled with addition and new deck, begun in April, 2010 and far from completed when I asked him to leave in April, 2011.

It was the worst, most frustrating, miserable experience of my life...and I've been through an even bigger remodeling job. The general contractor badly mismanaged his cash flow, resulting in long delays, as subcontractors took other jobs and refused to work until appropriate funds were advanced for materials and prompt payment could be assured. The general contractor was AWOL most of the time, rarely putting in an appearance at the job site and frequently unaware of what was being accomplished...or not. When he was there and did communicate, there was at least a 50% chance that he gave the wrong information to the subcontractors resulting in their having to redo the work, piling frustration upon frustration and further delaying completion. A job that should have taken 3 months, possibly 4 with some delays that were not his fault, is still not completed nearly one year after demolition began. Multiple times I had to step in to manage subcontractors and advance funds directly to them to keep work going. The quality of MOST work was good, particularly what was done by one or two of the subcontractors. But anything this guy had direct control over, which in this case included the cabinetry work, was a disaster. He used or directed to be used inferior materials, and the finish on them is deplorable...not the specified paint and applied very amateurishly. It should be noted that I got references for him, which were good. And I got multiple estimates on the job. His was NOT the lowest, but was comparable to the others in all ways, so it was not that he was the cheapest option. After nine months, I insisted that we put a penalty clause in, giving him 2 weeks to finish the job (plenty of time) before the penatly kicked in. As of today, nine WEEKS later, it is still not finished and the penalties racked up exceed the balance owed him. I'm now pursuing a formal complaint against him with the Home Improvement Commission and having to take legal steps to get the job finished and corrected. IN short, he has essentially stolen not only my money, but a year of my life. DO NOT EVEN CONSIDER HIM FOR YOUR JOB.
