He came (late but let me know) and measured but never got back to me with a design. I expected at least a simple drawing of the basement with dimensions shown and where the new walls would be etc. What he sent me back was a quote for the work, and when I read it I realized that it wasn't even for our basement, for instance it said "with bathroom" and ours has none, so I think he got our estimate mixed up with someone elses. So I paid them $79 to produce a quote for me, which any other construction company would do for free, and it wasn't even correct! As far as I'm concerned this was a ploy to get people to pay them to do their estimates. When I asked him why he hadn't sent any drawings at all he said we had to meet with him first and then he'd draw it by hand and give it to us, whereas the Angie's list ad said you "could" meet with a designer, not that it was a requirement - and he's not a designer, he's a marketing guy. Again, this was not an honest kind of deal.

The deal with Noonan Construction turned out fine. We ended up paying four rooms for what ended up being a very reasonable price. I think we ordered twice from them. I thought they were all-around great. I don't remember the name of the representative we got but he was wonderful, he was polite, he was courteous, he was friendly and he was very thorough. You know, he actually have given us a couple of different designs without an increase in the price. I guess we are very satisfied with him.

This was deal for $79 for a basement remodel. They were hard to get in touch with and hard to schedule and he showed up late. He did measure the basement but never sent a drawing as promised in the deal, like with dimensions and showing the new walls etc. When I inquired he seemed confused and instead sent me a quote for the remodeling job, as though that's what I expected. So basically I paid $79 for him to give me a quote for the work. As far as I'm concerned this deal is a scam to get people to pay for estimates. When I asked about the drawing he said we had to meet with him first then he'd give us a hand-drawn plan. Again, this is not an honest deal.

Mike postponed our first meeting and I understood why. He did make the second meeting and we thoroughly discussed my vision for the basement. Mike said that it would take him about 2 weeks to complete the drawing. That was in August. I haven't heard from him since. I've left numerous messages on his phone as well on Angie's List. I also called the office. I'm very disappointed. At this point I would like to get my money back, but I don't know if I can. I can't speak to the whole Noonan organization, but the portion of it that Mike handles needs serious lessons on customer service.

It was a complete ANGIE"s LIST RIP-0FF! Virtually every construction Co. will provide free estimates but I stupidly paid Angie's List for a service I could have obtained free-of-charge.

All workers were very professional, friendly, worked well together and showed up on time all four days.

Prior to implementation, all work was again verified to insure no mistakes were made. All suggestions were greatly appreciated and implemented.

Work area was cleaned up after the completion of the project. 

Project manager make frequent trips to insure all work was up to standards and that we didn't have any concerns.

We are very pleased with the outcome and consider it well worth the investment.  It has definitely increased the value of our home.

We plan other renovations i.e. kitchen, basement and will definitely use Noonan Construction again.

We have already referred them to our neighbors!!!

I bought a $49 Angie's List Deal for a 3D kitchen design with estimate.  The provider arrived on time and was nice.  While talking about the layout and design options he said that since we didn't want to buy new cabinets, we couldn't get the 3D design.  The drawing is done by the cabinet company they used...not them.  That means the deal was not really a deal.  They ended up giving us a written quote but no drawing, no real design help.  So if you want to spend $50 for a quote...that's their deal.

"We have been back to repair the issues with the shutters, since this review. However after speaking with the customer - we need to return, because there is still issues with the anchoring of the shutters. At present our installer is recovering from surgery, and will be assigned to go back to fix any loose shutters when he returns."

Mike Criddle from Noonan showed up slightly late but made it on the first scheduled appt (which is always a good thing). He was very personable and seemed quite knowledgeable, made good suggestions and asked good questions, explained that they sold a lot of these so would get the design done in a few weeks.  We haven't actually gotten the plan yet but I expect it will be delivered in a timely manner based on my experience so far.

I used Noonan Construction.  When I called them he came out and measured my roof and gave me a price. He also gave me a deal that was advertised on Angie’s List. The measurement for my roof was more than what was on the deal.  He sent me samples of the shingles and I told him I couldn’t make up my mind. Then he gave me address to go to look at some roof that they had done and I did that. I told him that the houses did not resemble my house so it still didn’t give me what it would look like on my house. By then it was winter so we hold off because of the weather. So I made up my mind but I was not pleased with their customer service. When I signed the contract with them I had to make a deposit which I did. When I decided on the shingles they sent me a cheaper shingles than I purchased. What the guy did was he called the company they bought the shingles from and I spoke to a guy and I told him I purchased Silver Birch pro and these were not and he told me they discontinued that a long time ago. I was really upset then. So I got a different shingles and they put them on and I was waiting on someone to inspect the roof. So I had to hire an independent roofing company to check to see if my roof was done correctly. I want satisfied with their office manager when I asked if that particular shingle was in this area and she never got back to me. There were dishonest and I would not recommend them. The guys who did the roof did a good job. The independent inspector showed me some stuff they could have done around the chimney and I took pictures and sent it to Noonan Construction and they sent out someone to days to correct it.

"Ms. [Member name] gave us a deposit of 4000.00 to replace her roof on August 19, 2014, with an upgrade to a Landmark pro shingle. She did not finalize her roofing decision until a year later. We called her numerous times after we received the contact to see if she had made a decision on her shingle color, mailed her shingle samples, hand delivered shingle samples, as well as gave her on more than one occasion several addresses with more than one recommended shingle color for her to look at. We were actually concerned that something was amiss when she did not return our calls asking if she had chosen her shingle color during the spring into the summer of 2015. She did call us back eventually in July and eventually made a decision on her shingle color in August of 2015. It still took several conversations to have her settle on the shingle color. She is correct that we did drop the ball in verifying if the Shingle color she had chosen would be available in the mid -Atlantic region, and it wasn’t. We apologize for that. The Shingle Product that we were able to provide that was a match to the color she chose was not a cheaper shingle, the cost of the Owings Corning shingle was actually slightly more expensive than the Certainteed Shingles she had chosen. I'm not sure what she means by our being dishonest, because we did nothing to intentionally deceive Ms. [Member name], as a matter of fact we spent hours over and above what we normally would have spent on a roofing job, trying to meet her needs. In addition we credited her 575.00 for the upgraded Shingles that were included in her contract."

The basement is complete however I'm disappointed with Noonan Construction.  This company took on more than they could chew with their Angies List basement deal.   Mike Criddle from Noonan came out to review my basement and write up some dimensions, etc., in order to provide a quote for the project.  This was in September 2014.   Fast forward to December 2014 I finally received the proposal for the basement.    After making the first down payment in February 2015, it wasn't until early May that someone finally showed up to kick start this project.   The project dragged on for months, many different people for various aspects of the project when they wanted and I wasn't advised of the schedule, who'd show up when, etc.   The few times I was told when someone would be here they were late, or didn't show at all.  Deliveries would show up with basement materials, however I wasn't advised therefore was stuck handling at least two large deliveries.    Owner Brian Noonan, advised they were too busy because they sold too many Angie's List basement deals.  The workers who did my basement and the owner admitted my location was too far away as well (even though their service area includes Harford County).   Note that I asked this question in no uncertain terms when Mike Criddle made his first (and only) visit here in September 2014 to review my basement and draft a proposal, I was reassured I was within their service area. 
I had issues with their bookkeeping the duration of the project.   They invoiced incorrectly, sometimes asking me for a duplicate payment that was already made (and cashed).    The lack of attention to the details with how the handled the finances created additional frustrations for me.    Chances are I would have paid more than was agreed to for the overall job if I didn't stay on top of their accounting, in fact I would have paid at one point $5K more than I had to.  Who knows if Noonan Construction would have realized their mistake, fortunately I caught the invoicing error before doling out another check.  
The owner rarely visited to manage his people and review the work being done.   Overall he may have been here 2 times at best.   Often times there were issues and I'd be summoned by his workers who'd hand me their phone to deal with the owner that way, and discuss issues that he couldn't see or manage because he was never here.  More than once I had to remind him he should be here managing this, and as apologetic as we was, he didn't supervise or rarely got involved in the actual work being performed.  
Fast forward, after months of aggravation just to get this basement project done, still no owner visibility to manage this, I had to draw a line and insist Noonan allocate whoever he needs to and get my project done.   The project was supposed to run 4 - 6 weeks but it ran  took 3+ months.    I cannot attest to the quality of the basement as only time will tell.  There are issues with the drywall with screws already popping out, the corner brackets showing metal, the paint job isn't great and there's been no follow-up for retouching.   The wall mounted AC/Heater they installed leaks, no one knows why and I was told me to check the filter, which I did only to advise them the filter is clean.    I'm reluctant to utilize the wall mount, maybe I will if I put a big bucket or bowl underneath to capture the leakage.    In addition there are several pieces of ceiling tile incorrectly placed and/or cut and several areas of unfinished business (i.e., wires not enclosed, stair rail not mounted, etc.).    
   
I will not use Noonan Construction for any future work and will not refer them to anyone I know.
