No more. He never throughout the course of all this work had a permit. He was never licensed for home improvement work. He's left the house in a mess. We've had the county inspectors in, the state inspectors. They brought a criminal case against him. This case is pending. He is a smooth talker, but an extremely tragic situation. We have been trying for almost a year and a half to get service finished. Now my wife is faced with the problem with the inability to find a contractor to take on and finish this work. Leaky pipes, re-doing the floor, open ceiling in the kitchen. A lot of things have been done to assist having this job done, and it seems you can't find anyone to do it. We have every reason to believe that he has fraudulently over billed for unsatisfactory work. He refused to give my wife receipts for parts and equipment that he allegedly purchased. He said they fell behind his refrigerator and he can't move it to get it. Another workman said I have never seen Zellman have so many new tools. He would bill as "truck stock". This would come through on a weekly invoice. Unidentified, he said that was stuff that he had to use. Was supposedly replacing a lot of wiring that he has missed. (knob and tube wiring). There is a special permit for this type of wiring, and he didn't have this either. Cement work still needs done. Didn't have a plumbing permit. Checks were deposited to an unincorporated business, then checks were told to be written directly to him. The state attorney told me there is another case pending against the same man.
Description of Work: He started out with a recommendation from the next door neighbor that he had done some electrical work for them. My wife asked him if he could do the hook up to take the Baltimore Gas and Electric new underground electric service wires from the street to the house, and to make the required connections to the residential electric service breaker-box panel. He got the permit, did the work. That work went well. She asked him for someone who can do some home improvement work involving plumbing and electric. He said he could do it, and took the job. Time went on, money went out, about $26,000 in current bills and increasingly over time my wife became impatient with the fact that he would show up a few days, then not come back for a week to 10 days. Everything left incomplete. That continued for a matter of months, until she said this is it.
