September 2014 Joe Silva insisted my 85 yr old widowed mother pay an additional $1600 (to the $500.00 monthly condo fee) in order to replace the dangerously dilapidated front entrance steps. Work on the entrance would start in the summer of 2015. My mother objected to paying for contractual work 9 months prior to anyone pounding a nail. Joe Silva then instructed the maintenance crew to NOT plow my mother's driveway during the snowiest winter on record. Joe wanted to extort this $1600. from my mother so that it would earn interest in HIS bank rather than my mother's while we waited for the summer maintenance season to arrive. My mother's unit became inaccessible to everyone including Fire, Police, and Emergency services. In addition, he refused to address a massive ice dam that had enveloped the gas line and meter on the front of the unit that could have resulted in a massive explosion. I discovered this when I returned from Florida in mid January 2015. I contacted the North Andover Police and Fire departments immediately. They were so outraged that they dragged Joe Silva to the property and forced him to address the threats to life and limb he created. In any case Joe Silva collected his $1600 . 00 windfall by the end of January, yet as of today, Aug. 26, 2015 no work has been started on the dangerous front stairs.
