The majority of the plumber's work was not up to code. For instance, the kitchen sink was not tied into the stack separately code violation 248 cmr sec.10.15 #2. Code violations in the basement: pvc fitting cut into cast iron, cannot mix materials 248 cmr section 10.06 #2. Code violation: He used a no-hub clamp on a pvc pipe inside a 1st floor wall. The showerheads, tub faucets and tub handles were not aligned. The tub spout was not centered on the trip waste and was off by 1/8". The second floor tub spout was coming out of the wall on an angle and hot/cold water supply were left in an unworkmanlike manner. This is in violation of MA State Plumbing code section 248 CMR 10.05 #7. He requested more money to repair his mistakes at his hourly rate of $65 hr. even after I paid him $9,000. He did not install new shut off valves, measure the toilet roughs correctly, use correct pipe connections for tub spouts and he lost my new shower handle. Although he stated to the plumbing inspector that he would fix the problems, I did not want him back in my house because I did not trust his work. I felt that he was very deceptive, as he misled me into believing that his skills were better than what he described to me during the initial visit for an estimate. After he was paid the $9,000, he rarely responded to my calls and emails. He avoided me by not answering his phone. He failed to repair problems or continue the job after telling him several times that I needed his help. He worked very slowly. It took him 5 weeks to create an illegal plumbing havic in my house that cost me thousands of dollars to repair and redo his work. I had to go to the gym for two months to shower and for two days I had no tub or toilet. He often lied when confronted about smoking in my house and about cleaning up after he worked. I found cigarette ashes on the basement stairs and in the 2nd floor bathroom. He said the smell of the smoke was from the blowtorch. He fought with me over the installation of two 4.6 cast iron tubs and refused to carry them into house. He said I don't care how you get them up there, I don't want to know about it. He eventually did carry them into the house, but I had to pay my carpenter and his son to help him. He hid dirt, trash, old bottles, told tarp, stones, old plastic under my new cast iron tub. He put the dirt and rocks that fell from the first floor bathroom behind my washer and dryer. He hid three large garbage bags filled with old pipes, dirt and rocks under my front porch. I found the bags by accident when I had to lock the bulkhead door. He denied all of this and said he was neat and cleaned up after himself, as well as others. I developed a very bad body rash for three weeks because I had to clean up after him everyday. He has had 11 previous complaints with the State Licensure Board. The complaints consisted of failure to refund money, failure to complete jobs and failure to perform legal plumbing work.
Description of Work: Anthony Caprio, license number 18395 was hired to perform plumbing work for two stacked bathrooms and a kitchen on February 18, 2008. A contract was written by the homeowner and signed by both parties. Both bathrooms were to be gutted, exposing the inside walls and pipes. The plumbing job consisted of removing all old cast iron and brass water pipes from the basement to the second floor bathroom. All plumbing from the basement to the second floor was to be new pvc piping and copper water lines. The job entailed relocating the water pipes for the vanity areas for both bathrooms, installing a recessed radiator, replacing all cast iron iron inside walls with new pvc, installing correct connections for fixtures on tubs, installing toilets, tubs, shower valves, vanity and vanity faucets, install all new shut off valves for new plumbing fixtures and vent two bathrooms and prepare vent for a future kitchen renovation. Plumber pulled a permit on February 19, 2008.
